Born August 19, 1952 in Dover, Ohio, Carla is Paul's younger sister. She was raised in Columbus, Ohio. She was born two months before Darrell Meadows died. Josephine, as a single parent, raised Carla after John died in 1967. Carla graduated from high school on the west side of Columbus, and chose to remain in Columbus.

Carla came along at that point in mother Josephine's life when Jo had lost a son, her mother, and her husband. While husband John was there to offer guidance during the preteen years, Jo was left to raise Carla during her teen experiences. Carla grew over the years, m 1.) to Robert Bisset, no issue; m 2. to attorney-at-law Tom Baxter. Carla gave birth to John Thomas Baxter on 23 December, 1984, an early Christmas gift for husband Tom.
